For an experienced Sales Manager on a gross salary of €6,000 a month, the total employer cost in Belgium comes to around €145,000 a year with on-target variable pay: roughly twice the annual fixed salary. The gap comes from employer social security contributions, the 13th month, double holiday pay, the company car and the extra-legal benefits, and the cost of the search itself still has to be added on top. Before you hire a Sales Manager, that is the figure your management team needs to sign off, not the gross salary in the job advert.
Key points
- Employer social security contributions for a private-sector white-collar employee come to about 27% of gross pay in a company with ten or more staff, before any reductions.
- The 13th month and double holiday pay (92% of a monthly salary) add almost two months of pay to the annual budget.
- A company car ordered in 2026 carries a CO2 solidarity contribution of at least €42.34 a month if it is electric, and roughly four times that for a 120 g hybrid.
- On our assumptions, a Sales Manager on €6,000 gross a month costs the company about €12,000 a month, all in.
- A failed hire is measured in months of that full cost, plus notice, a new search and a lost sales quarter.
Where does an experienced Sales Manager’s salary sit in Belgium?
Most pages that answer this question online are job-board aggregators: a few dozen adverts, mixed job levels, no stated method. They show what the market advertises, rarely what it signs.
Official statistics give a firmer footing. According to the structure of earnings survey published by Statbel, Belgium’s statistical office, a full-time employee earned an average of €4,076 gross a month in October 2022, with a median of €3,728. One employee in ten earned at least €6,305. The Brussels-Capital Region averaged €4,748, and company directors, at the top of the ranking by occupation, €11,772. Statbel points out that these amounts exclude the 13th month and double holiday pay.
An experienced Sales Manager who leads a team of five to fifteen salespeople, carries a revenue target and reports to a managing director or sales director naturally sits between that top decile and director-level roles. The exact level depends on the real scope of the job, which we break down in our article on the responsibilities of an operational Sales Manager. In what follows we assume a fixed salary of €6,000 gross a month: consistent with that position in the distribution, to be adjusted for your sector and region. Pay levels for the commercial role one step below are set out in our guide to Account Manager salaries in Belgium.
From gross salary to employer cost: social security contributions
The first layer is employer social security. For an ordinary private-sector white-collar employee, the administrative instructions of the National Social Security Office (ONSS/RSZ), published in French and Dutch, set the basic employer contribution at 19.88%, plus a 5.12% wage moderation contribution. That makes 25%. Employers who averaged at least ten workers over the reference period also pay a 1.60% contribution, which wage moderation takes to 1.69%.
Then come a handful of small special contributions: 0.10% for temporary unemployment, 0.02% for occupational accidents, 0.01% for the asbestos fund, and the contribution to the Company Closure Fund, whose rate depends on the employer’s profile. All in, you reach roughly 27% of gross pay. At this salary level the structural reduction in contributions no longer applies, and the rate is charged on everything subject to social security: fixed pay, the 13th month, commission and bonuses.
That percentage is only part of the story. Statbel’s four-yearly labour cost survey shows that in 2020 direct pay and bonuses made up 66.5% of total labour costs, and statutory employer contributions 21.8%. Most of the rest was paid non-working days and benefits in kind. Budgeting a sales manager as “gross plus 25%” underestimates the real cost by a good third, as the simulation below shows.

The 13th month and holiday pay: two months the monthly salary hides
A Belgian white-collar employee is paid close to fourteen times a year. The end-of-year bonus, usually called the 13th month, is laid down in many sector agreements, including that of joint committee 200 for white-collar employees. It generally equals one month’s salary and is subject to normal employer contributions. Check the rules of your own joint committee: a Sales Manager in chemicals, retail or metalworking does not fall under the same agreements.
Holiday pay for white-collar staff works in two parts. Single holiday pay is simply the salary that keeps being paid during leave, so it costs nothing beyond the annual salary. Double holiday pay is an additional amount equal to 92% of the normal monthly salary. According to the ONSS, it does not attract ordinary contributions: the employee pays a personal deduction of 13.07%, and the employer pays no employer contribution on it. At €6,000 a month, these two items add €11,520 to the annual budget.
The expert’s view
Our principle of transparency is one of our core values: saying what needs to be said, even when it’s uncomfortable. In practice, that means we’ll tell you if your salary range is misaligned with the market. We’ll tell you if the candidate you’re set on raises a red flag on a critical point. We’ll tell you if the training you’re asking for won’t solve the problem you’re describing. Everyone says they value transparency; few accept its relational cost. We do.
The company car and the 2026 CO2 contribution
For a sales manager who is often on the road, a company car is still the norm in Belgium. Its cost has three parts: the lease, energy (fuel or charging, including a home charger) and the CO2 solidarity contribution paid to the ONSS. The first two depend on your car policy; the third is set by law.
Under the ONSS instructions for 2026, the monthly contribution for an electric car bought or leased after 30 June 2023 is €42.34, or about €508 a year. For a car with CO2 emissions, the basic formula is multiplied by a coefficient that depends on the date of the purchase order: 2.25 from July 2023, 2.75 in 2025, 4.00 in 2026 and 5.50 from 2027. A petrol hybrid emitting 120 g of CO2 per kilometre and ordered in 2026 therefore costs about €169 a month in contribution, four times the electric minimum.
Corporate tax deductibility also depends on the order date and the powertrain, and the rules have changed several times since 2023. Have your tax adviser confirm the regime that applies before you fix the car policy for the role. For our simulation we assume an overall budget of €1,000 a month (lease, energy, insurance, maintenance) for a mid-range electric car, a figure to replace with your own quote.
Group insurance, meal vouchers and expenses: small lines that add up
Group insurance is expected at this level. On every payment made to fund a supplementary pension, the employer pays a special 8.86% contribution to the ONSS. With a premium of 5% of annual salary, our working assumption, the line costs about €4,250 a year including that contribution. If you offer hospitalisation insurance, add its premium: we use €600.
Meal vouchers went up on 1 January 2026. The employer’s share can now reach €8.91 per voucher, with the employee still contributing at least €1.09, which brings the face value to €10. The increase is not automatic: it has to be provided for in a collective agreement or a written individual agreement. Over 220 working days, the employer’s share comes to €1,960 a year.
Finally there is the flat-rate allowance for expenses incurred on the employer’s behalf: phone, travel outside the car, client entertainment, a home office. It is free of contributions as long as it matches genuine, justifiable costs borne for the employer. We assume €150 a month. Taken one by one these lines look marginal. Together they exceed €8,000 a year in our example.
Variable pay: budget for target, not for the floor
A Sales Manager’s variable pay is paid gross, so it carries the same 27% in contributions as fixed pay. The most common mistake is to budget it at zero, or at whatever the predecessor earned last year. A well-built plan pays out 100% when the team hits its targets: that is the amount to put in the budget, with a reserve for overperformance if the plan is uncapped.
The target level depends directly on how objectives are set, which we cover in how to set a Sales Manager’s objectives. For the simulation we assume €15,000 of annual variable pay at 100% of target, about 19% of annual fixed remuneration.
Simulation: the full annual cost of a Sales Manager on €6,000 gross
The table below brings the previous lines together. Rates are those published by the ONSS for 2026. Amounts marked “assumption” are illustrative choices, to be replaced with your own figures.
| Cost item | Basis | Annual amount |
|---|---|---|
| Fixed salary | 12 x €6,000 (assumption) | €72,000 |
| End-of-year bonus (13th month) | One month’s salary, depending on the joint committee | €6,000 |
| Double holiday pay | 92% of monthly salary | €5,520 |
| Variable pay at 100% of target | Assumption | €15,000 |
| Employer social security contributions | About 27% of €93,000 (fixed, 13th month, variable) | €25,110 |
| Electric company car | Overall budget of €1,000 a month (assumption) | €12,000 |
| CO2 solidarity contribution | €42.34 a month, 2026 minimum | €508 |
| Group insurance | 5% of annual salary (assumption), plus 8.86% ONSS | €4,246 |
| Meal vouchers | 220 days x €8.91 | €1,960 |
| Flat-rate expense allowance | €150 a month (assumption) | €1,800 |
| Hospitalisation insurance | Assumption | €600 |
| Total employer cost | About €12,060 a month | €144,744 |
The ratio speaks for itself: €144,744 of cost for €72,000 of fixed salary, a factor of two. Workplace accident insurance, payroll provider fees, equipment and training still come on top, followed by automatic wage indexation from one year to the next.
What the recruitment itself costs
Senior management time, assessments and, where relevant, search fees are all part of the acquisition cost. At Archetype, assignments are run on a retainer, at a fixed rate agreed in advance of between 25 and 30% of the annual package, including commission, car and benefits. Payment comes in three stages: 25% at launch, 25% at the second candidate meeting and 50% on placement.
Applied to our example, with an annual package of around €119,000 before employer contributions, that means a budget of €30,000 to €36,000. Our average time from signing the assignment to the candidate signing is twelve weeks, and a six-month replacement guarantee covers the candidate leaving. Someone has to run the team in the meantime: if the vacancy is hurting results, the case for an interim Sales Manager is worth weighing early.
And if the hire fails?
The cost of a bad hire is built from the same blocks. In our example, each month costs the company about €12,000. A manager who is not right for the job is seldom identified before six to nine months, the time it takes for the team to slip and forecasts to deteriorate. By the time a decision is made, the company has already spent €70,000 to €110,000 in employer cost, not counting the fees paid to recruit them.
Then comes the notice period or severance pay, which has grown with length of service since the 2014 single employment status, which also abolished the probation clause. Then a new search, a new onboarding, and the most expensive part, which no table captures properly: the salespeople who leave during the bad spell and the deals that slip by a quarter. The most common scenario is still promoting the best seller into a job they do not really want, a case we examine in our article does a top salesperson make a good sales manager? For the wider picture, see also why management failures so often start with a bad hire.
Four levers to control cost without weakening the offer
The first lever is the car. Between an electric car ordered in 2026 and a hybrid in the same range, the CO2 contribution alone differs by more than €1,500 a year, before any tax effect. An up-to-date car policy weighs more on total cost than haggling over a few hundred euros of fixed salary.
The second is the split between fixed and variable pay. Variable pay tied to achievable targets costs the same as fixed pay when the team hits 100%, but protects the company in lean years. Too heavy on a management role, it pushes the manager to sell in place of the team.
The third is regulated benefits: for the same cost, a euro of meal vouchers, group insurance or justified expenses is often worth more to the candidate than a euro of gross pay, because it is taxed less at their income level.
The last lever pays back the most: reducing the risk of getting it wrong. A brief that spells out the real mandate, an assessment of finalists on management scenarios and close follow-up in the first three months cost little next to a €100,000 failure.
Frequently asked questions about the cost of a Sales Manager
How much does a Sales Manager earn in Belgium?
There is no official statistic for the role itself. An experienced Sales Manager usually sits above the top decile published by Statbel, that is above €6,305 gross a month, excluding the 13th month and holiday pay. Sector, region, languages and team size move that level considerably.
How much does an employee cost an employer in Belgium?
For a sales manager with a car and benefits, allow roughly twice the annual fixed salary. Employer social security contributions alone come to about 27% of gross pay in a company with ten or more staff, before reductions.
Is double holiday pay subject to employer contributions?
No. A white-collar employee’s double holiday pay, equal to 92% of monthly salary, carries a 13.07% personal deduction paid by the employee, but no ordinary employer contribution. The 13th month, by contrast, is subject to normal contributions.
What is the CO2 contribution on a company car in 2026?
For an electric car bought or leased after 30 June 2023, the minimum is €42.34 a month in 2026. For a petrol, diesel or hybrid car ordered in 2026, the emissions-based contribution is multiplied by four.
How much does it cost to recruit a Sales Manager through a search firm?
At Archetype, fees are agreed in advance at 25 to 30% of the annual package, paid in three instalments of 25%, 25% and 50%, with a six-month replacement guarantee. For a package of around €119,000, the budget is between €30,000 and €36,000.
Is €7,000 gross a month a good salary in Belgium?
According to Statbel, one full-time employee in ten earns at least €6,305 gross a month, so €7,000 puts you in the best-paid 10% in the country. Statbel publishes no figure specific to Sales Managers, but management roles sit in that upper range: company directors average €11,772.
A sound budget is built before the first interview, not when the offer goes out. If you are preparing this hire, we can test your package against the Belgian market on the very first call: it is where our Sales Manager recruitment service starts, before any sourcing begins.
